Abstract: Against the backdrop of Vietnam's ongoing economic restructuring toward green and sustainable
development, community-based tourism is increasingly recognized not merely as a form of tourism
but also as an instrument for promoting rural economic development and preserving indigenous
cultural values. This article examines the transformation of community-based tourism in Vietnam
during 2015–2025 in relation to the country's economic restructuring, while clarifying its role in rural
economic restructuring and sustainable development. The study employs a combination of historical
and logical methods, policy analysis, comparative analysis, and case study research. Primary sources
include Party and State documents, tourism and rural development policies, reports issued by the
Ministry of Culture, Sports and Tourism, the Vietnam National Authority of Tourism, UN Tourism,
as well as domestic and international studies on community-based tourism. The article argues that the
significance of community-based tourism extends beyond expanding tourism activities and generating
additional income for local communities. More importantly, it serves as a mechanism for integrating
cultural, ecological, and community resources during rural economic restructuring. Based on these
findings, the study proposes policy directions to strengthen institutional frameworks, enhance
community governance, develop local value chains, and promote stronger linkages between
community-based tourism and rural development programs in order to ensure sustainable development
in the coming years.
