Abstract:
Based on the Smith’s Policy Implementation Model, this paper explores the inhibitory factors and alleviation paths of the after-school service policy for primary and secondary schools in China from four dimensions: the idealized policy, the implementing organization, the target group, and the environmental factors. The research findings show that: in terms of the idealized policy, the ambiguity and incoherence of the policy lead to weakened policy implementation effectiveness; in terms of the implementing organization, the behavioral deviations of schools and teachers inhibit the policy implementation motivation; as for the target group, the cognitive deviations of students and parents affect the policy implementation efficiency; concerning of the environmental factors, the backdrop of exam-oriented education weakens the policy implementation foundation. To achieve the desired policy implementation effect, it is necessary to further improve the policy top-level design, enhance the management ability of the implementing agency, reconstruct the cognition of the target group, and optimize the policy implementation ecosystem.
